In Wool, Sheriff Holston followed his wife Allison to death outside Silo Eighteen, and his successor, mechanic Juliette Nichols, uncovered the deception behind the cleanings: helmets displayed a welcoming green landscape, while defective protective suits ensured that those sent outside died. Better materials supplied by her friends allowed Juliette to reach Silo Seventeen, where she found Jimmy, known as Solo, and five children, restored the pumps, and contacted Lukas Kyle in Eighteen. Resistance to IT chief Bernard Holland cost Mechanical chief Knox and Juliette's friend Marck their lives, but Sheriff Peter Billings saved Lukas; Juliette returned across the surface and survived the airlock's flames while Bernard died. She became mayor and Lukas's lover, determined to help Seventeen's survivors and investigate the hidden authorities capable of destroying whole silos; Shift returns to the origins of that system before bringing its other stories up to hers.

Shift opened in 2110 with Troy awakening in Silo One, where men worked shifts between decades of frozen sleep and drugs suppressed their memories. His earlier life began the explanation: in 2049, Congressman Donald Keene accepted Senator Paul Thurman's invitation to design an underground shelter at CAD-FAC near Atlanta. Donald's friend Mick Webb handled logistics, while Thurman's daughter Anna, Donald's former girlfriend, assisted with engineering and unsettled his marriage to Helen. His sister Charlotte, a drone pilot, was receiving treatment for memory problems. Divided responsibilities concealed the project's scale, and Thurman warned of stolen nanobiotic technology capable of targeting people by ancestry. In 2052, a National Convention assembled crowds on fifty state grounds with food and livestock. Mick disclosed an identical shelter and said he had exchanged places to put Donald on a special team. Helen went to Tennessee, where Thurman had sent Mick, while Charlotte joined Donald in Georgia. Anna took Donald's ATV key, preventing him from following Helen. Nuclear explosions drove Donald, Charlotte, and Anna underground through white mist. Donald became Troy, supervising other silos without understanding his own history. During Twelve's rebellion, he worked with technician Jones and psychiatrist Victor; when residents opened the outer airlock, he authorized canisters and watched them fall. IT shadow Jason injured himself and hid beneath the server room. Donald stopped taking his pills, searched the frozen occupants for Helen, and recognized his own architecture. During Eighteen's unrest in 2212, he discovered memory drugs in the water. Thurman defended the catastrophe as protection against hostile nanos already within people's bodies. Victor, who had helped devise the Order and original Pact, had killed himself, leaving annotations on Donald's account of Twelve. Donald learned that Helen had survived in Two as Karma Brewer, married Rick Brewer, raised two children, and died at eighty-two; Anna revealed that Rick was Mick. Erskine explained that healing nanos made freezing possible and that finding hostile nanos in his daughter Caroline had persuaded him to support Victor's five-hundred-year preservation scheme. When Forty hacked controls and spread a blackout, Anna used restricted level fifty-four to collapse affected silos. Donald discovered weapons, drones, a launch lift, and a map linking fifty silos to a distant destination. Charlotte remained frozen among emergency personnel; Donald's retained memories seemed connected to taking her propra before the convention and missing screening after a medication change. Meanwhile, Eighteen's young porter Mission Jones became entangled with Caster Morgan's organizing and IT shadow Rodny's resistance, encouraged by his old teacher Mrs. Crowe. Mission destroyed Rodny's appeal for help and followed his friend Cam to an explosion that apparently killed Cam, for which Mission was blamed. Violence devastated Lower Dispatch, killed Roker, and injured Hackett; Central Dispatch's porters were massacred. Thurman admitted that recruitment, bombings, and factional conflict constituted an engineered population reset. He secured Rodny's obedience while Erskine and Sneed revised the drugs. Rodny shot Mission and fired shots that left Mrs. Crowe motionless before Frankie tackled him. Allie nursed Mission and told him his half-brother Riley had died defending the farms. Three years later, Mission and Allie were married farmers expecting a child, but he had forgotten Cam and could not explain his scars. Donald renewed his relationship with Anna, then escaped through the drone lift in a suit, hoping to die near Helen in Two. Thurman helped recapture him outside while wearing ordinary coveralls; Donald lost his helmet, and Sneed injected him. In Seventeen in 2312, sixteen-year-old Jimmy Parker's father Russ shot guard Yani and hid Jimmy behind IT's steel door with supplies, communications equipment, the silo key, and the Legacy books. Russ was shot trying to rescue Jimmy's mother; she exhausted the keypad attempts to prolong the lockout before another shot silenced her. A caller on socket 40 said they were too late. A shutdown command came from socket 1, white vapor entered, and power failed, but Jimmy survived. Intruders later breached his refuge, and he shot three. Hunger drove him into a flooded, starving silo where survivors hunted one another. Calling himself Solo, he scavenged food and rescued a black cat, Shadow. They found bodies near the cafeteria exit that inexplicably failed to decay. After a power failure, Shadow helped Solo survive another intrusion; Solo killed the man and then a woman outside, mistaking her swollen belly for evidence of plentiful food. He restored power but could not repair the keypad. In One in 2345, Donald awakened in Thurman's pod and was accepted as the senator. He refused to pursue Juliette or destroy Eighteen and approved Lukas as Bernard's shadow while Bernard attacked Mechanical. An inquiry about Forty triggered mobilization and a bombing requisition Donald signed, without confirming its outcome. Coughing blood, he located Charlotte and learned thawing procedures. Anna's request to be awakened led him to his wedding ring and dead phone; recalling missed calls and Mick's absences, he concluded that Anna and Mick had arranged his separation from Helen. He thawed Anna and poisoned her with sleeping pills. She admitted wanting him with her but warned that her father's pact meant they needed to escape. Only after her death did a memorandum reveal that one silo would reach E-Day and all others, including One, would die; V had volunteered for the final shift and lever. Donald realized Anna had substituted him for Thurman because she needed his help. The map's destination was called Seed, but its nature remained unknown. Disguising his voice, Donald initiated Lukas, secured his obedience, and guided him toward understanding that the builders had caused the catastrophe. He secretly thawed Charlotte and sheltered her in the armory. Eren reported that Eighteen's lower barrier had fallen. Three drones and some bombs were missing; Charlotte launched an unarmed drone that Donald hoped would travel farther. Beyond the silos it suffered engine and camera failures. Donald suspected localized destruction by nanos, but could not establish the mechanism. Just before the aircraft crashed, he saw blue sky and green land, convincing him that something lived beyond the ruins.

In Seventeen in 2331, Solo faced the loss of Shadow, his companion through years of isolation. He distracted himself by making parachutes from Legacy pages, string, and washers, postponing the task of burying the cat. He understood how thoroughly the abandoned silo was deteriorating: metal rusted, rubber cracked, and bodies became skeletons. The bodies near the cafeteria exit were the troubling exception, remaining intact long after he had first mistaken them for recent deaths. When his washers ran out, he remembered finding food and useful tools with Shadow, then carried the cat down to the overgrown farms. Lights, leaking pipes, and unreliable pumps still sustained the crops. Solo chose a cool, dark corner away from his ordinary harvesting routes, found a shovel, and began digging a grave for the friend he had not known he needed. In One in 2345, Donald went alone to shift storage, leaving Charlotte recovering in the barracks. He found Thurman frozen in the pod labeled Troy, thawed him, and bound his wrists, having brought a pistol and cord rather than supplies for recovery. At gunpoint, Thurman acknowledged the plan to release one silo and kill everyone else. Donald demanded to know why generations had been made to suffer rather than simply being frozen until the danger passed. Thurman argued that dangerous knowledge had to die with the founders: the Legacy deliberately omitted the means of catastrophic destruction. He accepted eventual rediscovery of those weapons as preferable to immediate danger and insisted that releasing the silos together would lead their inhabitants to kill one another. Donald revealed that someone had broken the founders' pact by putting him in Thurman's place; the senator saw his badge and understood that Donald also held his authority. Donald struggled with his bloody cough, his desire for punishment, and the temptation to give responsibility back and return to sleep. With Charlotte to protect and changes in Eighteen he wanted to observe, he instead retained control. When Thurman reached toward the pistol, Donald shot him, closed the pod over his body, and left determined to investigate the world secretly with Charlotte. In Seventeen's 2345 story, Solo's thirty-fourth year of isolation brought another encounter. Setting out for food and water, he hauled empty jugs from his refuge and moved the filing cabinet that barricaded its damaged door. Machines and cameras had failed over the years; he expected rising water eventually to swallow his home. At the farms on level twelve, he found an open door, a piece of pipe containing strange-smelling water, and an unfamiliar knife propping the door through the grating. A noise inside made him recognize another person's presence. Taking the knife, he fled, abandoning his jugs when their rope caught. His pursuer followed him past doors barred with a broom and the cabinet pushed against his inner door. He scrambled through the server room and down his ladder, but someone pulled back the grate before he could close it. He slashed with the knife and hurt a woman. Instead of attacking him, she urged him to be calm, asked his name, and appeared happy enough at finding him to cry. Solo began to imagine that he could be something valuable to discover, as Shadow and salvaged tools had been to him. The epilogue then returned to Donald in One. He cleared the communications room by sending the staff to lunch or on breaks, left a call from Six waiting, and called Eighteen. Expecting Lukas, he instead reached Juliette, now mayor. Both acknowledged that they had not asked for their jobs. Donald said that competent performance of his own job would mean shutting her silo down immediately; when she asked why he did not, he said he had saved it long ago and would hate to end it now. She did not believe him. An engineer returned with his lunch, shortening Donald's privacy. Donald said he knew where Juliette had been and what she had seen, but she rejected his claim to understand. He urged caution. Surrounded by the books and determined to uncover what the authorities had done, Juliette said she would dig to the truth. Donald replied that he knew the truth she sought and that she might dislike it. She turned the warning back on him: he might dislike what she found. When he quietly warned her to be careful where she dug, she answered that she would be careful because she did not want him to hear her coming.

Where things stand

Donald sits at One's communications station, still exercising Thurman's authority as Shepherd, with a returning engineer waiting outside and Six's call unanswered. Thurman and Anna are dead, Charlotte remains his secret ally, and Donald believes habitable land exists beyond the silos; his bloody cough, the unexplained destination Seed, and the machinery that condemns all but one silo remain unresolved. In Eighteen, Mayor Juliette has access to the books and is confronting the authority behind her silo's suffering. Lukas is no longer the only person through whom Donald must deal with Eighteen, and his wish to protect it has not earned Juliette's trust. Solo's long history of fear has reached the moment of being found in Seventeen, whose survivors Juliette has already committed herself to helping. Donald wants caution and room to investigate; Juliette wants the truth and intends to pursue it herself. Her promise to dig quietly makes clear that she regards the voice from One as someone to get past.
