Story so far

Listing the Posse's fortification resources for Baroness Victory, Carl says he and Donut each got a Town Upgrade Coupon for completing the Tina quest on the sixth floor, and that he just got a tier three upgrade in a box, giving them three in total.

Victory confirms all three can be spent, either on Shanty Town where they might combine with the AI's new City Defense System, or on the Posse's own base at the Fupa, which she suggests may be the better choice.
