A mechanic who survived cleaning and returned to become mayor, Juliette insists on truthful government and challenges the people controlling the silos.
Juliette grew up in a family marked by the deaths of her baby brother and mother. According to her father, she came to blame the incubator’s condition for her brother’s death and understood that her mother had killed herself. She demanded an unusually early apprenticeship in Mechanical, where she taught herself repairs, became a respected shift foreman, and came to regard her coworkers as family. Her concealed love for George ended with his death; helping investigate it brought her into contact with Holston and Marnes. Recruited by Jahns as sheriff, she accepted only after securing time and a power holiday to repair the generator. The successful refit was followed by a brief, troubled period in office: she treated Jahns’s death as murder, found Marnes dead, and investigated the material behind Holston’s decision to go outside. Scottie helped her recognize that the wallscreen view could be fabricated. After his death and her dismissal, she became convinced he had been killed and suspected that IT deliberately made cleaning equipment fail. Arrested and condemned, she resolved to refuse to clean. Her suit’s heat tape held, and she walked beyond the hill.
Juliette reached another silo, forced her way past bodies and jammed doors, and discovered breathable air inside. She descended through its abandoned levels, found food and water, and encountered Solo. Though hurt when he resisted her approach, she sought contact rather than retaliation. His knowledge and equipment revealed other silos and enabled calls home; she wanted both to return and to share what she had learned. She and Solo worked for weeks on temporary flood pumps before she devised a diving suit and a plan to restore the submerged sump pumps. Her conversations with Lukas became a sustaining connection to home. During the dive, her air supply failed after she connected the pump wiring. She freed her weights, followed the hose through darkness, and finally escaped by breathing air trapped beneath submerged stair treads. Finding Solo injured, she burned the compressor for warmth and helped him climb toward food and shelter. They encountered surviving children; Juliette recovered stolen equipment, approached a young mother and baby without her knife, and planned to take the survivors home. Learning of the fighting in Mechanical, she pleaded for it to stop and sought a way to intervene.
With replacement parts from Supply, Juliette prepared another cleaning suit and promised to return for Solo and the children. She crossed the surface to reach her home silo during a cleaning, hoping her return would make the fighting pointless. She entered the airlock, tried to shield the kneeling cleaner beneath a heat-tape blanket, and survived the ensuing fire with severe burns. The dead cleaner was not Lukas, who remained beside her during her recovery. She mourned Deagan Knox and Marck, read messages to learn who had survived, and faced a slow recovery with painful raised scars. Residents elected her mayor; she made truthful government a condition of accepting and vowed to spread what she knew regardless of office. She returned Lukas’s kiss and chose to visit her father before her friends below. Now, still unused to being mayor, she rejects Donald Keene’s claim that he saved her silo and his claim to understand what she has seen. She says she has seen the books and intends to uncover what his people have done, warning that she does not want him to hear her people coming as they dig.
Juliette is thirty-four, with olive skin, lean, muscular arms, and long brown hair usually braided. Her return through the airlock left widespread burns; weeks later she is recovering with painful wounds and raised scars.
