Using information from outside the dungeon is cheating, and it is the foul that damns the Lemig plotters.
Panford presses Commander Stockade on where he got his information about the exact timing of Carl's procedure. Stockade refuses to answer. Panford points out that all spies must be disclosed to adjutants and that no such declaration was made, so unless Stockade can prove he has a mole in the Princess Posse camp, the adjutant will assume an external influence assisting them — clearly cheating.
His conclusion is that Stockade and Architect Houston planned the whole thing using someone observing the dungeon feed from outside. He calls a foul on that basis. Both the Lemig Sortion and The Madness will receive heavy sanctions, specifics to come shortly, and Stockade earns additional penalties for threatening his adjutant. As Katia notes, the fact that the plan backfired is irrelevant — the violation stands regardless.
The rule against outside-the-dungeon intelligence, and the grounds for the foul against the Lemig.
