The galactic governing body overseeing the dungeon franchise, adjudicating disputes through liaisons and weighing punitive measures against Borant.
The Syndicate is the overarching galactic authority above Borant that licenses and polices the dungeon crawl. When Loita's death produces contradictory reports from the kua-tin admins and the controlling AI, the Syndicate deploys an independent liaison — Orren — to investigate, working 'in concert with the showrunners, the Syndicate government, and the controlling AI.' Unable to reach consensus on how she died, its council closes the case over Orren's objection, sparing Carl because valuable crawlers are too profitable to discard. It does impose a punitive measure on Borant: no crawler may be teleported away by third parties for the rest of the floor, canceling Odette's show (prompting her to file an appeal).
Orren hints the Syndicate may hand control of the next floor to his own people, the Valtay, displacing the 'mudskipper' kua-tin.
The galactic government presiding over the crawl, its liaisons and councils the crawlers' distant, capricious court.
