A hooded Syndicate liaison — a Valtay worm behind a swirling-dark face — who investigates Loita's death, deduces Carl's method exactly, yet is overruled and forced to let him go.
Orren is an independent Syndicate liaison — a 'non-AI fact-finder,' neither sheriff, attorney, nor judge — retained to investigate contradictory admin-death reports. He summons Carl and Princess Donut to his cramped Desperado Club office after Loita's killing. Speaking in a cultured British-professor voice, he reveals this season's admin-death toll is a disastrous 15 (two by Lucia Mar alone) but stresses Loita's is unique: every prior murder's method was known, whereas his is not — until Orren reconstructs it precisely (disco-ball residue eating the Zentix panel, moisture from the rebreather, Carl engineering Loita to rise).
He offers a Legendary box for the name of Carl's outside source; Carl refuses. With the AI's and kua-tin's accounts in conflict, Orren must recommend closing the case, but warns Carl the source 'is not doing it for your benefit' and confides he'd have Carl removed if the 'mudskipper' kua-tin hadn't overruled him — hinting his own people (the Valtay) may soon take over the season and heed him. At the interview's end his hood slips: his face is a bowl of swirling black liquid housing a tiny Valtay worm.
A tall cloaked figure whose hood supernaturally obscures a face that is actually a bowl of swirling black liquid; his only visible flesh is dark near-black purple hands with elongated, almost elf-like fingers, and his heavy body creaks the chair.
The Syndicate's investigator whose correct verdict on Carl is overruled — and a glimpse of the Valtay poised to take over the season.
