Vrah is named by Ian as the hunter who tore his brother's head off at a food stand during a previous season for no reason, an act the guards did not witness and therefore did nothing about. She is one of a core group of about twenty Hunters who return every season, and Ian says she is always here.
Asked directly whether she is back this year, Ian visibly shudders before answering yes. He tells Carl that Vrah takes the heads of those she kills and wears them upon her body, that her death count is in the thousands, and that he should stay away from her.
