The Eros operation's final visible phase, in which radiation-grown infected people are released into the station and the disciplined mercenaries withdraw.
Stage Three began by herding Eros residents into gassed, irradiated shelters under a false emergency, apparently to create a large-scale test or incubation environment for the Phoebe bug. Miller and James Holden survive a dose at one shelter and watch the false security force hold the casino levels while civilians are trapped.
The lockdown tube stations then open and the shelter victims emerge alive but glassy-eyed and slack, moving like the terminally ill. Their vomit carries the familiar brown material, infecting people and coating the station's public spaces. Miller recognizes that the operation's hidden observers may be studying what the organism does at scale, not simply trying to kill people. The CPM riot guards fire on the infected but are not protected from the outbreak themselves; they are disposable 'meat for the machine.' In contrast, the more disciplined mercenaries blocking the docks calmly withdraw once the release begins, leaving Eros to its fate and opening a narrow path toward the port.
The outbreak fills casino levels with green tube lights, disoriented infected people, sprays and smears of brown material, failing air scrubbers, panic, gunfire, sickness, and a pungent air of acid and spoiled broth.
Stage Three is now openly a mass biological experiment or attack on Eros, no longer merely an emergency lockdown.
