A race of banished, conspiracy-addled elves cast out by the high elves for their outstanding stupidity.
Story so far
City Elves are a race of elves — one of many elven kinds (high, dark, wind, goblin, etc.) — all descended from the genocidal, banishment-happy high elves, who consider the city elves' stupidity a genetic defect and exile them. Cast out, they gather in the Over City's towns; the young and especially foolish drift into the 201st-Security-Group. They are the setting's 'tin-foil-hat, silver-drinking nutjob' conspiracy theorists.

Appearance
Ordinary-looking elves with pointed ears; distinguished by their fanatical, conspiratorial temperament rather than appearance.
Role
A banished, crank-conspiracy elf race populating the Over City and the 201st.
