The Pact

The Pact governs silo law and official authority, yet occupies only the opening half inch of the enormous book Bernard shows Lukas.

Story so far

Jahns expects the sheriff to take guidance from the Pact and invokes it as the source of her authority to choose and nominate a sheriff. Its Law section covers case filing and preserving evidence.

Juliette says it forbids one person from serving as both mayor and head of IT, while Bernard Holland argues that it has changed before and is designed to change when needed. Juliette also regards some clauses as effectively giving IT immunity; Hank tells her that judgment and sentencing will follow the Pact. When Bernard shows Lukas the enormous book, the familiar Pact occupies only its first half inch.
