Named only in a corpse inspection. The dead Concierge Shark in Carl's alley reads: 'Level 41. Killed by suffocation when the Semeru Warden finally decided to open the drain.'
The word 'finally' does the work. Someone or something titled the Semeru Warden controls the drainage of the flooded lower rings of Larracos, took their time about it, and drowned-in-reverse whatever sea life the fifth floor's ocean had deposited there. It is the first hint that the city's flooding and draining is an administered process with someone answerable for it.
