Story so far
The Syndicate Intergalactic Bar Association is the professional body Quasar speaks for when he opens Carl's exit negotiation by personally thanking him. Roughly twenty thousand crawlers reached the tenth floor, which he calls quite an accomplishment - and which means work for a great many of his colleagues, some of them pretty easy on the receptors.
The association is also why the meeting exists at all. The Syndicate insists everything that happens be as by-the-books as possible, so attorneys are volunteered for the season and assigned to crawlers, three per day in Quasar's case. Quasar's own plans for after the paperwork are to make a line for the nearest attorney bar and drink free until he wakes up in a gutter with at least three new venereal diseases.
