Story so far

Fopsy mentions it in passing while explaining why the system's shutdown is hard-coded. When the Ascendency finishes with no crawlers left, the Hibernation Sequence fires automatically, and the reason it is written into the system at that level is to allow elemental reclamation before the system is woken back up.

It is offered as bureaucratic fact rather than explanation — a routine maintenance step in a machine that eats planets — and it is the mechanic the Residuals agent behind War Mage Rebellion is trying to force early by killing every remaining crawler.
