Story so far
Odette raises it while interviewing Cascadia at the warlord council, listing it alongside the Borant civil war as a source of the showrunner's stress: "With your home system in the throes of what appears to be a bloody civil war, along with the system AI having officially 'gone primal' this early, I can only begin to imagine the stress you must be under."
The scare quotes are Odette's own—it is an official designation, and the striking part is the timing. Together with the No Failsafe news and the premature Scolopendra warning, it marks a season that has escaped the production's control, which is presumably why Cascadia tried to cancel the meeting and why The AI refused to let her.
