Story so far

In her warning message to Carl, Juice Box says: "We're going to power up the towers early. If someone is in town and isn't in your army, they should probably start moving into your territory."

The line implies the towers enforce or define territorial control — once live, being in the wrong place without an army affiliation becomes dangerous. Powering them ahead of schedule is part of the same early commitment that burned her spy network, and it lands just before Acceleration Scenario Two collapses The Ceasefire and clears all unaffiliated crawlers from Larracos anyway.
