Story so far
The ceasefire halted open war between the ninth-floor factions. Justice Light dates Team Retribution's assassination campaign to the days immediately before it: Juice Box infiltrated the Viceroys' headquarters over and over and, he believes, decapitated multiple Viceroys in that window.
The same period is when she claimed she could not reach the Blood Sultanate — a claim Justice calls an obvious lie, given that the Sultanate's security was worse. The ceasefire therefore marks the point at which the changelings shifted from open killing to holding their capability in reserve, waiting on whatever their real objective required. It ends when the timer runs out and Operation Ruin begins.
