Story so far
The quorum convened when The Naga called Foul on Prepotente for annihilating their army while unaffiliated. It ruled in the goat's favor—as a non-participant in Faction Wars he was not bound by the border-crossing restrictions—but the proceedings did not go smoothly. Prepotente, being Prepotente, threatened all members of the quorum, Baroness Victory included, multiple times.
The quorum holds the power to impose time-based penalties on players, and used it, placing Prepotente in a penalty stasis that had only just timed out when Carl returned from transfer. Victory told Carl that details of adjudications are not freely offered, though he is free to inquire about any ruling; she is bound by rules and is not to be an intelligence source.
