Rishi remains calm through the assassinations and offers limited NPC invulnerability while warning that the Blood Sultanate can answer terrorism harshly.
Rishi alone shows no visible reaction when Noflex's bomb kills the Operatic representative. After an unseen attacker also kills Stalwart, he analyzes the changeling's campaign rather than fleeing.
He says Noflex is improving at infiltrating castles, now has helpers, and repeatedly learns the meeting schedule. Giving her a full faction would likely let her dominate the game, but ignoring the NPCs is no longer workable.
Rishi proposes granting unaffiliated NPCs invulnerability and a safe zone that sponsor teams cannot enter, in exchange for ending attacks. He asks Carl to carry the compromise if they are secretly in contact. When Carl doubts it will satisfy her, Rishi invokes the Sultanate's experience with terrorism and promises a response harsh enough to chill Carl.

Rishi is the composed Sultanate negotiator balancing limited concessions with a threat of overwhelming retaliation.
