Duarte's disciplined military state organizes an isolated world around alien research, expansion, and uncompromising accountability.
The Laconian Military Council governs Laconia under High Consul Winston Duarte. Descended from the breakaway Martian fleet, it has spent almost thirty years building institutions and infrastructure for a much larger future population. Its Technology Directorate commissions Paolo Cortazár to test protomolecule-grown materials for infantry armor, while its soldiers protect the research campus and the State Building of Laconia.
Laconian authority is orderly and absolute. Even uniquely valuable scientists understand that failure can place them among the infected prisoners in The Pen, and Cortazár expects execution if Duarte's experimental treatment kills him. That known consequence is not framed as revenge but as part of the state's incentive system.
Its soldiers wear dark-blue articulated power armor marked with the Laconian flag's paired stylized wings, carrying integrated weapons and moving with mechanical strength and precision.
The council is the governing and military apparatus converting Duarte's political theory and alien technology into a durable imperial project.
