Lysander's expanding volunteer Gold formation serves as both spearhead and moral theater in the staged liberation of Io.
The New Shepherds are the Gold volunteers gathered around Lysander's claim to provide a better Society. At Io, 253 of them descend behind Lysander and Cicero in the opening spear of the Rain, joined by new recruits and used to kill disoriented Ascomanni, clear buildings, and make the campaign look like disciplined rescue rather than simple conquest.
Their conduct is shaped by examples from above. Cicero leads them through the initial slaughter but later refuses treatment for his wounded thigh so a burned Green child can receive aid. The resting Shepherds silently rise and return to relief work after seeing him do so. Their willingness to fight and then tend captives makes them central to Lysander's effort to make his force appear civilized, even while the Praetorians and legions around them prosecute a merciless battle.
Gold volunteers in coordinated polished combat armor, descending in a spear formation and later working smoke-blackened relief lines amid freed civilians.
The New Shepherds are Lysander's growing political-military cadre, embodying the disciplined benevolence he wants witnesses to associate with his rule.
