Story so far
The Riot Forces exist in this chapter entirely as the flavour text on two items from Katia Grim's Fan Box, and the text is unusually unguarded about what they are for. Sometimes the galaxy is not a happy place. Sometimes the unwashed masses forget their place in the machine, and these dregs bubble to the surface as 'Civil Unrest.' When that happens, the powers that be do not want to become the powers that were, so they hire backup — an outside force to come down, kick everything back into order, and maybe commit a few war crimes in the process just so the filth knows their place. One such outfit, trained specifically for this, is the Shade Gnoll Riot Forces.
Their standard kit is now Katia's: the Enchanted Shade Gnoll Riot Forces Crowd Control Shield and the Enchanted Shade Gnoll Riot Forces Telescoping Crowd Control Baton. That a Shade Gnoll contractor's anti-protest gear is being handed to a human crawler by popular vote is a joke the show is telling at somebody's expense.
