Story so far
James Holden defended Medina with Naomi's transit model and lived to see the Pella and fourteen Free Navy ships vanish at the Sol gate. Six months later, the war is effectively over, but the Belt's economic displacement, the need to regulate dangerous gate traffic, and the system's hunger for colony-world resources make victory feel insufficient.
At the Ceres conference, Holden sets out the connected problems plainly. Belters who cannot live down gravity wells will be abandoned as new planetary resources outcompete old Belt work; the gate network needs traffic regulation now that Naomi has identified a safe load limit; and Earth, Mars, and the colonies need a rapid exchange of food, water, air, people, and raw materials. His answer is an independent union of Belter ships, stations, and services responsible for moving cargo and people through the gates. He calls it the spacing guild only as a working name.
Avasarala presents the proposal as if it is an opportunity to draft him as the union's first president. Holden recognizes the same old pattern of choosing a leader for Belters rather than letting them choose. He interrupts the arrangement and nominates Michio Pa, praising her honor, independence from factions, and proven moral judgment. His instinct to step away from power changes the meeting's apparent anointing into a challenge for Pa and the Belt to claim their own authority.
Appearance
A lean, dark-haired Earther in his thirties with tired serious eyes, an open thoughtful face, and a slightly older, worn captain's bearing; he wears simple formal clothes at the Ceres conference.
Role
Holden is the architect of a practical postwar solution who refuses to let the solution repeat the paternalism that made Marco's appeal possible.
Relationships
[[Michio Pa]] — He recognizes in Pa the legitimacy and moral record the proposed union needs, then gives her the public nomination she never expected.
[[Chrisjen Avasarala]] — He accepts her political framework but overturns her planned symbolic choice of him as president.
[[Proposed transport union]] — His plan gives the Belt a central economic role in regulating and supplying the gate network rather than treating its people as a problem to absorb.
