Damien oversaw Justice Light and Dante during their Indentureship, the authority who told them when their assignments changed and when they were done. He informed them that they could no longer be merchants and would instead serve as NPC castle guards outside an ice castle, with instructions to keep the peace and not to interfere with any crawler who entered.
At the end of the floor, with no crawler having appeared, Damien told them they would be allowed to return to their regular assignments — but first they had to do one last thing. That last thing was killing every Ice Elf in the castle. Dante refused twice and was erased by The AI; Justice refused once, took the warning that cost him his wing, and complied. Justice still does not know why the order was given, only that it was all off camera and, in his experience, not uncommon.
