Story so far

The instant Prepotente pings into chat, Donut greets him in all caps and demands: "WHY HAVEN'T YOU JOINED MY ARMY YET?" Prepotente answers obliquely — he has a score to settle with the lead producer of the Blood Hunter program first, and only when that is complete will he come to Carl's aid and join the military, if they're still alive.

Recruitment is evidently ongoing and aggressive: Li Jun reports that one of the new guys tried to recruit Lucia Mar at the Possum Envy and she almost ripped his head off. The drive is still running as Carl calls a Code Red on half-built lines.
