Story so far
When Louis stops answering, Carl pulls up the officer status screen. Louis is still at full health, which is a relief — but he has two status notifications attached. Carl clicks over and drills down: Paralyzed, and Bound.
It is the only way anyone learns Louis is captive rather than dead, and it's what sends Samantha into The Reaver Castle to look for him.
