Story so far
When Opiee rises into the air on fluttering wings to deliver his ruling, Carl observes that these bune things usually walk on the ground, but they can fly short distances.
The aside establishes bune as a small dragon race present in the Celestial Ascendency's administrative ranks, and Opiee — repeatedly called "the small dragon" — as their representative on the Minor Quorum that clears Architect Houston of the cheating charge.
