Story so far

Rishi drops a single sheet of paper from his inventory, covered in glittering holographic seals; it lands sideways against his containment shield where Carl cannot reach it. The document, witnessed by an AI and addressed to Carl as De-Facto Leader of Earth, does nothing unless Carl signs it. Its terms grant Earth natives citizenship rights in all naga territories plus five Naphil-Class Generation Ships, in exchange for allowing the naga to terraform and settle the other planets in The Solar System after the crawl, once the Quarantine is lifted.

Rishi's argument is that the planets will be settled by someone whether humanity likes it or not; that if humanity is wiped out the naga lose nothing; and that if the Macro AI keeps spreading and a new inner-system-style community emerges, the naga will have been Earth's friends during the turmoil. It is signed 'Sultan Rishi the Usurper, First of his Name of the Naga Uprising' — a title Carl notes does not match the one in the achievement he just received. Carl refuses, telling Rishi to load his people into the offered ships and fly them into the nearest star.
