Story so far
Rishi tells Carl that his brothers should have The Naga King properly deposed by now — him, his remaining children, the prime minister, and the entirety of the House of Greens. The plan, he says, has been in the works for some time.
Their action is the substance behind Rishi's claim to be leader of the new Naga Sultanate and therefore competent to sign the Naga Treaty Offer. Carl notices that the polity named in his Holistic! achievement — the Naga Protectorate of the New Reformer — is not the same as the title Rishi signed, quietly undercutting how much of the coup went to plan.
