Story so far
Carl reveals that the The Naga recruitment requires a very delicate hand and that the cogs of that operation are already in motion. A small special operations team has been put together to deal with it specifically, and they cannot make their move until they are ready.
The constraint on them is the war: they can't make that move at all if the Northern Front buckles in on the Posse. That dependency is why Carl pivots to the slimes instead of the nagas at the chapter's close.
