The Pact

The Pact is the silos’ constitution, governing authority, punishment, population, and relationships; Father Remmy now invokes it to pronounce a marriage.

Story so far

The Pact provides the constitutional rules of silo life. Jahns cited it as establishing her authority to nominate the sheriff, and its Law section governed case filing and preservation of evidence. Juliette objected that it prohibited combining the mayoralty with leadership of IT, while Bernard argued that it was designed to change when needed. Juliette also regarded some clauses as effectively granting IT immunity.

Anna identified Victor as the original Pact’s author. Its rules govern population lotteries, registered relationships, and punishments ranging from fines to cleanings; an unauthorized pregnancy carried beyond a specified point costs the mother her life instead of the child’s. The text occupied only the first half inch of the enormous volume Bernard showed Lukas. Most recently, Remmy invokes the Pact when pronouncing a marriage after Elise signs a paper.
