Pact Memo

RE: THE PACT

The Pact Memo is an undated, five-signature proposal rejecting survival for more than one facility, now exposed among Donald's notes.

Story so far

The aged sheet headed RE: THE PACT records an earlier proposal for ten facilities and a century-long cleanse, then revises it to thirty facilities and two centuries, subject to further revision. It rejects allowing two facilities to reach E-Day or keeping one in reserve and gives modeled long-term survivability prospects of 42 percent. Charlotte regards the Senator's note as a suicide pact.

The memo now lies visible among Donald's open notes when Darcy finds her.
