Story so far
Carl pretends to accept Ines's offer to meet and talk, hoping to keep her distracted from the church. She directs him to the FOSCA building.
Carl says he does not know the location, and no map marker, description, or route appears before Ines escalates her threat. The Royal Court has no intention of attending and continues toward the stairwell.

FOSCA is the decoy rendezvous Carl uses to delay Ines while avoiding direct submission.
