When Carl asked why he had been given a lawyer long before the tenth floor, Quasar explained that most crawlers are never subject to Liaison action, let alone a meeting where the sub-minister of the Native Species Agency takes an interest. The attention of such a bureaucrat is what pulled an advocate into the case early.

The agency is one of the countless moving parts of the Syndicate government, each with its own bureaucrats, committees, rules and regulations reaching back tens of thousands of cycles. Quasar never actually answered why the agency cared, sliding on to the next subject before Carl noticed.
