Story so far
The Atoll possess neither automatic land nor oxygen rights. Limited employment and population weakness make ordinary independence financially precarious.
Zabit enters the hunt to bring home enough revenue for habitat maintenance. A failed season threatens the community's survival until another hunt, while the fallback is a protection treaty that amounts to collective indenture.
