Tom Higgins heads the Planning Committee and has arrived with it at the survivors’ meeting.

Story so far

Tom Higgins identified himself as head of the Planning Committee at the deputy station on level seventy-five. Having heard warnings of a collapse below, he asked Juliette whether she had caused the reported deaths. According to Terry Harlson, Tom sent him downward to investigate the power because their old silo's electricity had come from below.

Tom has now arrived at the meeting with the Planning Committee from the Mids deputy station.
