The Order is the silo-management manual whose rules, Donald says, required shutdown when camera feeds and calls ceased.
Following The Pact in an enormous book, The Order combines disaster procedures with instructions for managing people. It cross-references earthquakes, airlock breaches, sabotaged supports, air handling, and asphyxiation; a failed cleaning requires preparation for war. Its lists, graphs, and tables cover population growth, persuasion, mind control, and fear. Bernard Holland used it to guide Lukas's study of insurrection and warned through it that ideas were contagious.
Paul Thurman gave Donald a copy to memorize for the project. Psychologists wrote it to account for human behavior, and Anna Thurman identified Victor as its author. Donald found its implications frightening until medication allowed him to study without that fear. The manual tells officials to begin unexplained problems at the top, presume a lie, and refrain from intervening in a silo's collapse. Jimmy found practical instructions for obtaining cistern water but nothing indexed about being entirely alone. Eren later said the book had changed. Donald now says it required shutting down silos that stopped transmitting camera feeds and answering calls.
The Order is a heavy, thick book with its title in shiny gold lettering and unusually smooth, precisely cut paper.
It supplies operational and behavioral rules for silo administrators, including the shutdown rule Donald now describes.
