Earth-born RCE security officer and Miller's old Ceres partner, a self-aware man who reflects whatever mood his team's leader sets.
Dimitri Havelock runs the internal security station aboard the Edward Israel for Royal Charter Energy — the least senior man in the room, but glad to be in the room. An Earther, he has worked security contracts for eight corporations over thirteen years (Pinkwater, Star Helix, el-Hashem, Stone & Sibbets, briefly Protogen), across the Belt, Earth, Mars, and Luna, including a stint on Ceres Station just before it broke for the OPA. He knows himself to be a profoundly social animal, taking his emotional cue from whoever leads: when chief Adolphus Murtry answers the landing-pad bombing with focused rage, so does Havelock.
He books the drunk engineer Williams on policy, then joins the security council where Murtry lays out a hard line — no evacuation, a show of force, custody of the Barbapiccola on the table. Privately Murtry sounds him out on Belters; Havelock, from lived Ceres experience, calls them insular and Earth-hating, and Murtry asks him to watch the ship's few Belt-born crew. Then comes the gut-punch: the home office has declined Murtry's request for latitude, the lithium sale is frozen, and the UN and OPA are sending a mediator.
An Earth-born man of long security experience, physically undescribed here; seen floating at his desk in the zero-g brig, checking his hand terminal.
