Tsarina Signet is a level-60 Elite: a Half Naiad, Half High-Elf Summoner and the estranged 'daughter' of the Grimaldi's Traveling Circus, where her poster ("Tsarina Signet and Her Amazing Battle Squad") has been circled, crossed out, and branded 'Traitor,' with clowns urinating on it. When a circus mortar barrage collapsed a building beneath Carl, Princess Donut, and Mongo, she was waiting in the dark street, the only way out. As a fairy-class NPC her passive Charisma-100+ Puppy Dog effect nearly overwhelmed Carl with desire until, on Mordecai's instruction, he snapped his own pinky to break it.
She claimed she came to check on them after watching 'my former family' attack strangers — but as the party tried to leave, she spread her arms, set her living tattoos swirling, and revealed she had opened every beast cage: the party is now surrounded and the monsters are closing in. Her arrival granted Carl the 'Meet an Elite' achievement.
About five and a half feet, extra-thin, humanoid; long pointed elf ears, short horns, sharpened fangs, a malevolent yet alluring face; faintly luminescent skin covered head to toe in thick-lined, old-school living tattoos of monsters (Oni, dragons, sharks, octopuses, a three-headed ogre) that swim and ripple across her; naked but for a delicate thong.
