Warlord-system category for war machines, capped at ten per faction unless more are stolen from the enemy.
Team Retribution's flatbed troop transports are deliberately kept bare, with no weapons or protections at all, because adding too much stuff to a vehicle makes the warlord system count it as a war machine, or Armor. A faction may only build or buy ten such vehicles; additional ones must be stolen from the enemy.
As Phase One Combat opens, Team Retribution has all ten slots filled: one is the Party Planner, and the remaining nine are Florin's flame spider tanks, purely defensive machines with five deployed on the northern front and four in the south. When Carl tries to bolt the Six-Pack Missile Launcher onto the Royal Chariot, the system refuses with "You have used up your allotted Armor options. Vehicle upgrade not allowed," and he curses the way the otherwise excellent warlord system limits them.
The hard cap on Team Retribution's armed vehicles, blocking Carl's chariot upgrade.
