Story so far
Growler Gary brings the Venus satellite station up while deciding what to do with Princess Formidable. He asks whether her second-in-command still has the ability to break into it, then waves off her question about why — it doesn't matter, because he has already left it unlocked. His only stated reason is that he kind of wants to see if her crew goes through with it.
This is why he refuses to return Formidable to her ship: he cannot have her talking to her crew before they arrive at the station. The whole exchange establishes that The AI's control now reaches well beyond Earth's orbit, consistent with Orren's deduction that The Failsafe has been disabled, and that the AI is turning the Skull Empire's remaining operatives into an experiment it wants to watch play out.
