What the line establishes is that the resistance's first act after Faction Wars is not an attack but a rescue, that somebody who came out of the crawl is down on Earth carrying a child in the middle of a war, and that four suits of the resistance's heaviest armor are being spent on reaching her. The rest of the force, in Boomer's words, is for bringing the war out of the dungeon.
