Founders' Pact

The founders’ agreement requires one silo to survive and all the others to be shut down.

Story so far

Victor says his pact with Paul Thurman haunts him as he prepares to end his participation. Anna Thurman later warns that her father’s pact meant they were never to be awakened.

An amendment requires every founder to sign a rejection of multiple surviving facilities and declares that requirement law. When confronted, Thurman confirms the central provision: one silo is to survive, and all the others are to be shut down.
