Story so far
A longtime acquaintance of Juliette, Hank served as the deputy on level 120. He cried and apologized while arresting her, confiscated her watch during the escort, and later risked his life delivering a radio to the defenders, according to Jenkins. Having fought in the uprising and seen deaths on both sides, he eventually apologized for following the orders that sent her to clean. They agreed to a truce. He warned her that fear of the excavation was driving transfer requests and that promised improvements could sound like threats.
When vapor and heavy stairwell traffic signaled disaster, Hank initially felt drawn upward with the crowd but instead directed evacuees away from returning upstairs. Juliette now finds him armed near the lower-farm security gates. He says residents hired him, paying in food, to restore order after violence over plots. He deliberately leaves the lights on in hopes that the heat will drive some people away, reports rumors that traveling farther up or down is fatal, and has lost track of the day.
Role
He is policing the lower farms for food, using continuous lighting and heat as a means of driving residents away.
