Morgan, Mission’s former caster, has become chief after Roker’s death and urges restraint while trying to keep Dispatch’s workers at their tasks.
Morgan was Mission Jones’s caster and gave the signal for the porters to attack. After the fire at Dispatch, he directed Mission to help the workers and identified the covered body in the main hall as Roker.
Roker’s death makes Morgan chief. He warns that they do not know who attacked Dispatch and urges restraint while he takes time to plan. He orders workers on the landing back to work and complains that his workforce is disappearing.
