Akland says the Skull Empire and Dark Hive have both claimed the territory containing the ursine settlement. The Dream's artillery mission disregards those claims because damaged bridges and Epitome Tagg's order make the stranded town relevant.
Appearance
No Skull Empire forces appear during the barrage.
Role
The empire's claim helps map the overlapping hunter jurisdictions pressing on Carl's group.
