At the Monthly Town Hall, Deputy Hoyle orders residents to sit down and quiet themselves. When the crowd erupts again, he draws his baton and waves it at the front row. The advancing residents nevertheless push him back against the stage.
He polices the Town Hall meeting as the crowd becomes threatening.
