The Silo Ranking List orders the silos by chances of survival, with changing, closely grouped percentage scores and destroyed facilities at the bottom.
Donald Keene found a ranking of all the silos among Victor's oldest files and noticed it had been accessed recently. Silo Eighteen stood near the top, but Donald could not determine what the ranking measured. He later remembered that high placement while still lacking the metric behind it.
A newer printout showed another change in the order. Its silo column was labeled Facility, and its scored entries ranged from 99.992 percent to 99.974 percent. Entries below the last percentage-bearing silo were crossed off or marked N/A. Donald came to believe that the changing percentages represented each silo's chances of survival after release. The copy he gave Charlotte placed destroyed silos at the bottom; his folders now contain a ranking described as ordering the silos by their chance of survival.
A list with a column labeled Facility and closely spaced percentage scores, from 99.992 to 99.974 percent in one printout. Lower entries are crossed off or marked N/A, with destroyed silos at the bottom.
The list compares the silos’ chances of survival. Its changing scores were initially mysterious to Donald, who later interpreted them as prospects after release.
